The Response, or Lack Thereof

This is where the book gets truly disturbing. Jacobsen shows, in excruciating detail, how the U.S. government would respond to such a threat – and why that response would fail.

Day One: The National Reconnaissance Office spots the explosion via satellite. The NSA intercepts Russian communications. The CIA reaches out to a deep-cover asset at Vector. But no one knows what pathogen has escaped. The Russians lie about what happened, claiming it was just a routine accident.

Day Two: Russian officials finally admit there’s an outbreak of “atypical pneumonia” in Novosibirsk. The case fatality rate is 25.8 percent – far higher than Covid’s 1 percent. The U.S. intelligence community realizes this is a biological weapon. But without a pathogen sample, they can’t confirm anything.

Day Three: The White House is briefed. The president asks the obvious question: “Why am I just learning about this?” The answer: because there’s no homeland defense against a large-scale biological attack. This is the book’s most disturbing revelation. During the Cold War, Soviet bioweapons engineers worked on a program called “Bonfire” – an effort to create what they called “chimera” weapons: combinations of two different pathogens.

This book is a masterpiece of investigative journalism. It’s also one of the most unsettling things I’ve ever read.

Dwight Garner of The New York Times called it “more pulverizing than a Kathryn Bigelow movie” and noted that “Day Six is about as far as civilization gets”. The Observer described it as “even more ghastly and perversely thrilling than Nuclear War”. The New Yorker called it “a persuasive and unnerving argument”.

I agree with all of that. But I also have some reservations.

What Works

First, the reporting is extraordinary. Jacobsen interviewed dozens of current and former officials – including a former FEMA administrator, a former assistant secretary of defense, a former CIA counterproliferation chief, and a former Senate majority leader. The level of access she secured is remarkable. As the New York Times noted, “That so many were willing to talk to her, and have their names affixed to this book, indicates the esteem in which she is held.”

Second, the narrative structure is gripping. The book moves like a meteor, as Garner put it. Jacobsen uses short, punchy sentences and a ticking-clock format that makes it almost impossible to put down. I blew past my subway stop reading this book – and I wasn’t alone.

Third, the “History Lessons” interspersed throughout the narrative provide crucial context. Jacobsen explains the 1975 Asilomar Conference on recombinant DNA, the 1979 Sverdlovsk anthrax accident, the Soviet Biopreparat program, and the real-world 2019 explosion at Vector – all in accessible, digestible chunks.

What Doesn’t Work

That said, the book has its critics, and some of their points are valid.

Heidi Vierow, a retired CIA Clandestine Service officer reviewing for The Cipher Brief, argues that Jacobsen imagines “the most extreme of extreme circumstances”. In her scenario, every system fails at once. No backup plans work. No safety mechanisms function. Everyone abandons their posts simultaneously. “Is this possible?” Vierow asks. “Perhaps it is, but the circumstances are so far-fetched that the proposal loses credibility.”

I think this criticism is somewhat unfair. Jacobsen is writing a scenario, not a prediction. She’s showing what could happen in a worst-case situation – and the whole point is that we’re not prepared for even a moderately bad situation. But I understand the concern. When everything goes wrong at once, it can feel less like reality and more like a disaster movie.

Vierow also criticizes Jacobsen’s prose style: “Short sentences, sentence fragments, and one-sentence paragraphs create choppy arguments. Unnecessary explanations clutter her text.” I can see this point. Jacobsen’s style is not for everyone. It’s breathless and relentless – which works for a thriller but can feel exhausting over 432 pages.

The New Scientist review was more measured, calling Biological War “merely a good book” compared to the “truly great” Nuclear War. I don’t entirely agree – I found both books equally compelling, but I understand the distinction. Nuclear War had a tighter, more linear narrative. Biological War is messier, because biological threats are messier.

Does It Fulfill Its Purpose?

Yes. Unequivocally.

Jacobsen set out to show that biological warfare is an existential threat we’re not prepared for – and she succeeded. The book is a wake-up call for policymakers, national security professionals, and ordinary citizens alike.

But I also think the book raises questions it doesn’t fully answer. What should we do about this threat? Jacobsen offers few solutions. She shows us the abyss and leaves us standing at the edge. That’s a valid journalistic choice, but it can leave readers feeling helpless rather than empowered.

Overly Extreme Scenarios: Some critics argue that Jacobsen imagines worst-case scenarios so extreme they strain credibility. Every system fails at once. Every backup plan falls apart. This may be possible, but it feels like a stretch.

Exhausting Prose: The short sentences and fragments can feel choppy. Some readers may find the style more tiring than thrilling.

Limited Solutions: Jacobsen shows us the problem but offers few answers. The book is a warning, not a roadmap.

Outdated Sources: Some of Jacobsen’s interviewees haven’t served in their positions for decades. While this doesn’t invalidate their expertise, readers may wonder why she didn’t interview more current officials.

6. Comparison with Similar Works

If you’ve read Jacobsen’s Nuclear War: A Scenario, you’ll recognize the formula: a meticulously researched scenario, a ticking-clock narrative, and a bleak conclusion. But Biological War is different in important ways.

Nuclear war is fast. A nuclear exchange would unfold in minutes or hours. Biological war is slow – a “long, painful, slow death,” as Tom Daschle puts it. It would take days for the pathogen to spread, weeks for society to collapse, and months or years for the death toll to mount.

Nuclear war is visible. You can see a mushroom cloud. You can track a missile. Biological war is invisible. By the time you know you’re a victim, it’s already too late.

Nuclear war has deterrence. Mutually Assured Destruction (MAD) worked – at least so far. Biological weapons have no equivalent. You can’t deter a lab accident. You can’t deter a terrorist with a homemade bioweapon.

In terms of other books in this space, Biological War sits alongside Richard Preston’s The Demon in the Freezer (about smallpox), David Hoffman’s The Dead Hand (about the Soviet bioweapons program), and Laurie Garrett’s The Coming Plague.

But Jacobsen’s book is unique in its use of the scenario format – blending journalism with speculative narrative to create something that feels both urgent and immediate.

If you care about national security, public health, or the future of civilization, you should read this book.

If you work in biodefense, emergency management, or public policy, you need to read this book. As the Spectator put it: “Read this book. It is a better briefing on the problem than the one we received in Downing Street six years ago.”

If you’re prone to anxiety about existential threats, proceed with caution. This book will scare you. It’s meant to.

Final Thoughts

Biological War is not a pleasant read. It’s not meant to be. It’s a warning – a meticulously researched, deeply unsettling warning about a threat we’re not prepared for.

Jacobsen ends the book with a bleak epilogue. In the aftermath of the plague, the survivors are mostly soldiers – mostly men – who refused to take off their gas masks. “It is not the fittest who survive,” she writes, “but those who refused to take off their gas masks. People with the discipline to never remove their respirator, even when they sleep.

People willing to live alone, and to remain alone. People prepared to kill from a distance, even before knowing if the person they were killing was infected or not.”

She concludes: “These are the traits of the people who will repopulate the world after a large-scale biological weapon is released. Machiavellians, solipsists, and psychopaths. Not a hopeful foundation for a future civilization. Rather, a new world born of paranoia and fear.”

That’s not the ending anyone wants. But it’s the ending Jacobsen’s research points toward. And that’s why this book matters. Not because it’s comforting, but because it’s true.
